HAF was founded in 2000 by former Peace Corps Volunteers as a way to build upon the relationships and knowledge gained during their years of service for the continued benefit of the Moroccan people. The High Atlas Foundation works to establish development projects in different parts of Morocco that local communities design and manage, and that are in partnership with government and non-government agencies. The over-arching purpose of the High Atlas Foundation is grassroots development in predominantly rural disadvantaged communities in Morocco. HAF is a U.S. 501(c)(3) organization and a Moroccan association, and since 2011 has Special Consultative Status with the United Nations Economic and Social Council.


Support to Higher Education


In 2008, Hassan II University’s Faculty of Law, Economics and Social Science in Mohammedia partnered with HAF to create the Center for Community Consensus-Building and Sustainable Development, which transfers skills in participatory community planning to students, faculty, government technicians and elected representatives, civil society workers, and citizens. HAF facilitates and trains facilitators in the participatory approach to community development, and establishes priority local projects that are designed during those processes, most commonly in fruit tree agriculture, clean drinking water, women and youth initiatives, and technical and managerial workshops.
Type of Support
The training programs provided by HAF take place at the Hassan II University’s Faculty of Law, Economics and Social Science in Mohammedia. It includes: 1) the key concepts of participatory development planning and management; 2) organizing and starting the community development process; 3) participatory tools and methods to help analyze the present social and environmental conditions; 4) creating a project or community development plan; 5) building productive public and private partnerships and raising project support; implementing the community development plan; and 6) participatory monitoring and evaluating results. A central theme that runs throughout the trainings is incorporating gender perspectives, which requires integrating gender analysis and the participatory methods.
Duration of Support
Three-day workshops to one year training programs.
Eligibility Criteria
Moroccan students, faculty, government technicians, elected representatives, civil society workers, and citizens.
