Abstract: In 2003, the process of decentralization in Benin became a reality with the organization of local elections. The newly elected representatives were required to elaborate community development plans, but it was not clear how to make a satisfactory and realistic plan with the necessary human resources and funds. The answer was to guide the communities in an inclusive, participatory planning process that took into account their means and capacities. The co-ordination was ensured by the maires and their deputies. This has not only reduced the costs but has also reinforced the capacities of the different actors and stakeholders.
