Learning by doing : lessons emerging from the ICT Stories Project

Abstract: The ICT Stories project is a tool to disseminate field experiences and lessons learned. Its overall objective is to use the format of exemplary ‘stories’ to capture the learning process that accompanies the introduction and implementation of ICTs, using case studies from Colombia, Ghana, Jamaica, Mexico, Senegal, South Africa, and Zambia. Cross-cutting lessons include: (1) infrastructure remains one of the biggest challenges; (2) government has a central role to play; (3) the lack of local content and language barriers remain a problem; (4) illiteracy, particularly in rural areas, may prevent implementation; (5) committed and trained local expertise is crucial to longer-term sustainability; (6) many projects did not incorporate gender issues; (7) unless the equipment is used and maintained appropriately, breakdowns can halt a project; and (8) proper financial sustainability requires that project managers are find means to generate money from their projects to use, maintain and upgrade the whole project.
