Abstract: The author is an anthropologist who joined the Effectiveness Initiative (EI) Peru team to coordinate the gathering and analysis of data from PRONOEI in Puno. PRONOEI is the acronym for Programas no Escolarizados de Educación Inicial, one of the earliest initial education programmes in Latin America. In this article, the author discusses an investigation into how parents of young children saw the programme and its animators, and how these perceptions affected the programme’s effectiveness.
