Emergency is a state in which normal procedures are suspended and extraordinary measures are taken. Emergency presents a sudden occurrence of demanding event that may be due to epidemics, to natural, to technological catastrophes or to other man-made causes. WHO and the IHR (2005) define emergency as an “extraordinary” event that could spread internationally or might require a coordinate international response. Events that may constitute a public health emergency of international concern must be detected, assessed, notified and reported.
