Abstract: “Access to Knowledge in the context of the WIPO Development Agenda Process” The Member States of the World Intellectual Property Organization (WIPO) have decided, in September 2004, to embark on a process to examine proposals on the establishment of a WIPO Development Agenda. The decision was based on a proposal submitted to this effect by Argentina and Brazil, and co-sponsored by thirteen other developing countries (known as the “Group of Friends of Development”). The Development Agenda process aims at reaching specific conclusions to ensure the integration of the developmental aspect in all of WIPO activities, such as norm-setting and technical assistance. In this context, the WIPO Development Agenda process has witnessed firm calls by many developing countries on the need to negotiate an international treaty on “Access to Knowledge” in WIPO. It has been a significant subjects under discussion in this process, and was strongly reflected in some of the proposals submitted to this setting, such as the proposal of the Group of Friends of Development and the proposal of the African Group. The presentation examines the main proposals submitted to the WIPO Development Agenda process and relevant discussions that took place among the WIPO member states. The presentation also touches upon possible future scenarios on the issue of "Access to Knowledge".
