Biography:

• Full Professor of Public Finance from 1976.
• He teaches now Environmental Economics as well, in the University of Pavia, Faculty of Economics.
• He has been Professor of Public Finance in the Universities of Venice, Varese and Castellanza and has been visiting in the Universities of Cambridge and York (UK).
• From 1991 to 1993 he has been working as a national expert for the European Commission in Brussels.
• In 1997 he has been appointed as Director of the European School of Advanced Studies in Integrated Environmental Management.
• From March 2003 he is President of the Institute for Studies and Economic Analyses in Rome.
