H.E. Mr. Mohamed Hosni Mubarak, President of
the Arab Republic of Egypt, issued Law No.1 for the year 2001 rendering the Library of Alexandria an autonomous body affiliated directly to the President, thus creating a new
juridical entity for the Library of Alexandria. Presidential Decree No. 76/2001
was issued, appointing Dr. Ismail Serageldin Acting Director
of the Library of Alexandria until the Board of Trustees holds his election
at the end of May 2001. The Bibliotheca Alexandrina was created
in 1988 by Presidential Decree
No. 523 for 1988 in the same year.
