E-Governance and developing countries : introduction and examples

Abstract: This report explains what is meant by e-governance. It starts with a definition of e-governance, then presents a general e-governance model and several case studies from Ghana, Kenya, and Tanzania. Technology aspects are discussed, followed by a SWOT analysis on e-governance in developing countries. Finally, a description is given of what steps have to be taken to set up a policy on e-governance and how implementation projects can be selected. The e-governance model presented can serve as a reference for governments to position where a project fits in the overall evolution of an e-governance strategy. An e-governance strategy is necessary to achieve the desired goal. In other words, the goal is the ambition level of the government regarding democracy, government and business aspects of e-governance.
