Walking the talk : putting women's rights at the heart of the HIV and AIDS response

Abstract: Using research from 13 countries, this report demonstrates that gender inequalities and the persistent and systematic violation of their rights are leaving women and girls disproportionately vulnerable to HIV and AIDS. Poverty and limited access to education and information, discriminatory laws and ingrained gender inequalities all deny women and girls their rights. Gender-based violence, health systems that serve the needs of women poorly and limited participation in decision-making processes all fuel the feminization of the HIV and AIDS epidemic. There are only two years left to meet the commitment by governments and donors to ‘universal access to prevention, treatment, care and support by 2010’ for those affected by HIV and AIDS. The only effective way to realize this commitment is to promote a women’s rights-based and gender-sensitive approach. This report lays responsibility for making these changes firmly with those who hold power and bear the duty to respect, protect, promote and fulfil rights – national governments, donors and multilateral organizations and, to some extent, civil society. It balances this with the essential promotion of women and girls as rights holders, activists and leaders of change.
