Abstract: This briefing paper provides an overview of the current debate on the right to water and sanitation, outlining current challenges in the water and sanitation sector, defining basic concepts and outlining the benefits of using a rights-based approach to address water and sanitation. Furthermore it shows how national legislation and the internal policies of the World Bank towards a human rights approach to water and sanitation provide a powerful argument in favour of other EU member states also integrating the right to water and sanitation within their development policies; and in favour of the World Bank to fully and formally recognising, defending and protecting the human right to water and sanitation.
