Education
* Educate employers about the advantages of a less hazardous work environment.
* Educate employees about the hazards of chemicals.
* Educate physicians who care for workers.
* Integrate educational messages with related information about occupational health and safety.

Legislation
* Use the recommendations of the International Labor Organization (ILO).
* Introduce "right to know" legislation for workers.
* Regulate the exposure of workers to known carcinogens.
* If zero exposure to carcinogens is not practical, require employers to use protective measures.
* Use regular inspections by trained inspectors.

National Leadership
* Encourage collaboration among government, labor and industry.
* Establish government occupational health and safety programs
* Encourage workers’ compensation financed by industry.
