This rate is problematic for those populations that are undergoing rapid changes in birthrates. Keep in mind that the numerator will include some infants who were born the previous year, and that some infants in the denominator will die the following year.

In populations where there is a stable birthrate, such differences would probably cancel out one another, but not in countries (or whatever political entity you use) where the population is going through rapid birthrate changes.
