A claiming race offers the sale of all horses at the price their owner sets. Any trainer registered at that meet can buy--claim--a horse. The small trainer occasionally improves on such a claimer, but it is likely to break down long before reaching champion ranks or stay fit to win very many races. Really, the claimer will go down--slowly--and out.
