To share my view of the relationship between surv., epi, and programs.
 
---  surveilllance systems are the backbone and the first step in showing us that something should be done
--- we then use our effectiveness research to test and prioritize what should be done.
---  theres then a feedback to surveillance, because we need the effectiveness studies to guide our indicators (I’ll comment on that in a second)
--- surveillance systems are then designed to evaluate the success of the public health programs.
