A major difficulty in the government of the siloing of information and knowledge.  The stove pipes appear for the services. In this example, each agencies would generate silos of information about AIDS, not paying attention as to what the other services have developed. Educational materials created for the CDC are not used by the DOD, nor the NASA, producing high costs, redundancy and often poor quality with work done by defense contractors, not academics.
