Wherever people have a choice over how they spend their money there will be a Private Health Care system.

Wherever doctors and others have freedom in how they use their time they will provide a Private Health Care service.

It is increasingly recognised that human beings have natural rights to Health care. A healthy people or nation is more productive and can produce greater economic growth. It is then the duty of Government to try to provide Health care for its citizens and it is also in the interest of Government to do so.

Thus Health Care in every country in the world is a mixture of both, the mixture dependent upon history, politics, social change, ideology and preference.

The aims of each-to provide health care and to relieve sickness, the ways-medicine, surgery are similar-the means are different.

In the Private Sector there is essentially a market for health with purchaser and providers who agree a price for a service.

The public sector tries to meet health needs and emphasises fairness and care according to need and not ability to pay.
