Abstract: The World Summit on Sustainable Development (WSSD) in 2002 introduced roughly 280 international partnership initiatives. Partnerships hold the potential to become a viable mechanism to pursue development in a way that complements government action. The Sustainable Development Agreements (SDAs) between Benin, Bhutan, Costa Rica and the Netherlands can be considered a partnership experience avant la lettre. Signed in 1994, these agreements have a great deal in common with the WSSD partnerships, because both strive for the involvement of societies at large and for the exploration of new governance models. Linking the experience of the SDAs with the future of partnerships, three key challenges are identified. Good partnerships are based on mutual trust, flexibility, mutual understanding and the willingness to learn from each other. Long-term commitment of funding agencies and participating organizations helps to guarantee the stability of partnerships. A set of ground rules with regard to accountability, transparency, capacity building, and monitoring should be adhered to.
