“Training as a strategy for capacity building” : an action research

Abstract: The present action research aims at examining how effectively capacity is developed through training within partner organizations of Dutch NGOs and within the NGOs themselves. The action research is part of a PSO Collective Learning Trajectory that explores the use of training as a strategy for capacity building and examines the assumptions that training is necessarily a successful methodology for building capacity, or that training is the only way to build capacity within NGOs. One of the main findings is that training is an often over-used strategy for building capacity, but it remains an effective under certain conditions such as if it is used in combination with other capacity building interventions and if it is an on-going process with planned follow-up. The more equitable and lateral the terms of dissemination, with relationships of mutual trust and respect, and the more ‘ownership’ on the part of the community or organization involved in the training process, the more successful training seems to be in relation to building capacity.
