The national ICT policy in Bolivia : an evaluation of the policy formulation process 2003-2006

Abstract: A study was conducted in Bolivia to understand the importance of the participation of diverse actors as a success factor for effective ICT policy formulation and to understand the relationship of the studied ICT policies to poverty alleviation. One of the lessons learned was that coordinated action and persistence of actor groups is essential to effective participation. At the level of the new government, which came into power in 2006, and international development partners there is awareness about the role of ICT in strengthening human capacities and generating opportunities, and about the evidence that the use of ICT, if used in the appropriate way, is a mechanism of the first order to contribute to the relief of poverty. There are potential risks to the actual implementation of the strategy. The new government tends to introduce new policies, a new work philosophy and new priorities, disregarding policies developed earlier.
