Abstract: The peer review was set up in order to learn about and strengthen partnership in crisis-related interventions. Five countries were selected for the case studies: (1) Israel/Palestine territories; (2) Colombia; (3) eastern Congo; (4) southern Sudan, and (5) tsunami-affected India. The peer review made clear that the possibilities and problems of partnership vary with the context. Main problems are: (1) a lack of ‘downward’ accountability; (2) overly dominant financial relation at the expense of capacity building and joint initiatives; (3) capacity building remains mostly focused on project cycle and financial management; (4) opportunities are missed for working on strategy, developing vision, and building on the capacities partners have to offer; and (5) opportunities are missed for integrating relief responses and development efforts. This report was produced as part of a peer review on partnership in crisis-related interventions, which is a joint effort Dutch development organizations, Wageningen University, and PSO.
