Biography:

Upon graduation from the Nuclear Engineering Department at Alexandria University, Dr. Aly worked for 7 years at the Egyptian Atomic Energy Authority as a research reactor operator, shift supervisor and reactor safety research engineer. After completing his Ph.D. at the University of Manitoba in Canada, Dr. Aly acquired over 30 years of Canadian nuclear safety and regulatory experience at Atomic Energy of Canada limited (AECL) and the Canadian Nuclear Safety Commission (CNSC). This experience includes research and development, safety analysis, regulatory assessment and compliance activities for research and power reactors as well as pre-licensing reviews and assessments of advanced CANDU designs. Dr. Aly's experience includes specialist as well as management and senior management roles with accountabilities for multi-disciplinary teams.

As the Director of the Research and Production Facilities Division at the CNSC, he was accountable for all regulatory compliance activities for a large number of licensees. As the AECL Chief Quality Officer for 7 years, he was accountable for the leadership of a unit that was responsible for the development and maintenance of the Company's Overall Management Manual (AMM) and the company-wide Quality Management System, including certification to National and International Standards. Dr. Aly has years of international experience as the Canadian representative on the OECD's Nuclear Energy Agency's (NEA) Committee on Nuclear Regulatory Activities (CNRA) and Committee on the Safety of Nuclear Installations (CSNI). He participated also in various International Atomic Energy Agency's (IAEA) Technical Committees (Transport of Radioactive Materials, Management Systems, Safety Culture and Human Performance). Dr. Aly was a founding Director of Emirus Consulting Inc. in 2007 and assumed an active role upon retirement from AECL in 2009.
