Al-Duwaihis, Eid Battah Kuwait         Abstract Proposals on the issues and problems of scientific research in the Arab world This paper focuses on proposing concrete solutions to the main problems of scientific research in the Arab world We have a problem of ignoring important areas of science such as management , economics and sociology from the scientific research sector or considering them secondary sciences and we a have a problem in choosing the science types that are appropriate for us, so is it the basic sciences or applied developmental sciences applied science or studies and consultations. As Some of these types are not suitable for us. The problem we have is in the selection of the administrative subordination of the research institutes , so will they be independent or affiliated to the universities and whether the independent ones will be affiliated to the ministries or separated from them.
