Dr Magued   Osman
Founder & CEO, Baseera


Biography:

Dr. Magued Osman, an expert in social statistics and public opinion research, is the Founder and CEO of the Egyptian Center for Public Opinion Research "Baseera". Baseera was established in April 2012 as the first independent public opinion polling center in Egypt.
Dr. Osman acted as the Chairman of the Egyptian Cabinet of Ministers' Information and Decision Support Center (IDSC) from January 2005 to February 2011 when he was appointed as the Minister of Communications and Information Technology in the post revolution caretaker government.
Dr. Osman is a Professor, at the Faculty of Economics and Political Science, Cairo University, a member of the National Council for Woman and the Lead Author of the Egyptian Human Development Report. He is also the Chairman of Telecom Egypt, the Chairman of "Nidaa" Foundation for development in Upper Egypt, and the Vice Chairman of the Arab Union for Statisticians.
Dr. Osman provided short-term consultancy to a number of regional and international organizations, led a number of national surveys activities in Egypt, Saudi Arabia, Oman and Emirates and designed and supervised a large number of public opinion polls. He initiated the first series of president approval rating in Egypt and conducted the first exit poll in Egypt. He participated in the formulation of the vision for Egypt 2030, the national strategy for population and the national strategy for childhood.


Measuring Social Justice

Social justice is realized when every member of society has the same opportunity to rise to a higher economic or social bracket based on merit, and when no individual is discriminated against based on wealth, gender, religion, ethnicity, class, age, profession, or skin colour. Social justice reaches its apex when social mobility has come to be based entirely on merit.
The paper suggests an approach to measure social justice throughout a composite index derived from a framework that assumes that achieving social justice depends on the level of equality between individuals in society in human capital, and in social and cultural capital.  Human capital includes five dimensions: education - knowledge and access to information – employment – health - culture and recreation.  Social and cultural capital includes five dimensions: justice - trust - satisfaction with life – safety - participation. A set of indicators was used to represent each dimension. The index was applied to measure inequality attributed to five gaps: Geographical, gender, wealth and generational. Applying the framework on Egypt shows that a wider inequality in human capital exists between reach and poor, while, the wider gap in social capital exists between urban and rural population.
