Towards a comprehensive economic methodology for estimating the cost of human resources for health under alternative scenarios

Abstract: This paper gives guidance to the research agenda on how to cost human resources for health. While health workforce planning and management increasingly takes into account the dynamics of the health labour market and its external environment, the costing of human resources for health, on the basis of which human resource planning should be carried out (among other factors) is relatively underdeveloped. Given the currently fragmented and inefficient spending patterns on human resources for health, a comprehensive methodology for estimating the cost of human resources for health is urgently needed. One promising avenue for future research is to develop and use applied partial and economy-wide models. Such models can be adapted to the specificities of the country in question, be put to use in devising alternative strategies for human resource management and planning using alternative financing options and alternative goals, and can give insight into their respective costs.
