In the present context of very strong competition and high labor intensity, how do we create new strategies of development which could found a true partnership by integrating social and environmental aspects into actual procedures of investment? How do we reinforce existing instruments for economic co-operation? How do we increase foreign direct investments, and enhance better integration? How do we reinforce quantitatively and qualitatively import/export activities? What are the new instruments required, and what are the new economic cooperation policies needed? What are the necessary structural reforms in different Mediterranean countries?
