It became clear that the only way to see if Norway was better at management of diabetic pregnancy was to look closely at the way the data has been collected and to study if there are any differences in definition and methods recording the data . Indeed the main question was - could the differences between Norway and North East England be explained by procedures differences or was really general differences of outcomes of diabetes between the two areas which must be therefore be related to the way health care has been delivered.
