In its place Congress, in 1912, passed the very weak Mann Act creating the U.S. P.H.S. and raising the salaries of its officials. This new federal public health agency was given a 4-fold mission: to investigate and research public health problems, to improve public health administration, to distribute federal aid to state and local public health authorities, and to supervise interstate control of sanitation and communicable disease control.
