The conclusion of this article is that we need generate the knowledge and analysis that explains the drivers of unacceptable gaps between social aspirations and economic and social practice. We need to generate the knowledge that informs public policy-making and the processes that influence it.

In this article it is made clear that the main impediment towards better monitoring of health systems is not the lack of indicators but the failure to invest in appropriate and sustainable measurement strategies, and the generally poor quality of available data.

The objective is to determine how the structure, process, and outcomes of quality influence the choice of a public or private facility for family planning services among poor clients. Findings suggest that private facilities are more responsive to the poor.
