Also, the existing policies in dealing with science and technology must be re-examined, in addition to supporting scientific and technological capabilities and the conviction that such support has a high economic return and that it is the only way to reduce the gap between those countries with knowledge, and those that do not possess knowledge on the basis that the investment in scientific and technological capabilities help to enrich the stock of knowledge.
Also, if universities are properly targeted, they can play an important role in capacity-building and the spread of scientific culture and values of science. This is one of the important factors affecting the construction of a knowledge society. Further progress can be made through regional cooperation among countries in the areas of training, scientific and technological capacity-building and through mission programs which will help speed up the building of human resources, especially if coupled with local programs supported by special educational science and technology policies.
