Infrastructure refers to housing, water supply, sewage systems, roads and communication facilities, educational facilities, health facilities, etc.

The Health Infrastructure Priorities Projects (HIPP) scheme was introduced in 1993/4 as part of the implementation of the NAHS. These preliminary pilot projects were expanded in 1997 to focus on large scale infrastructure developments in communities where they would have maximum impact on health. Activities include provision of water supply, sewerage, priority housing, internal roads, drainage and dust management. (Guthridge 1999)
