One of the major achievements of Alex Med was the negotiation of the Memorandum of Understanding between the Governorate of Alexandria and the Bibliotheca Alexandrina that was signed on 11 December 2005, for the formation of the Alexandria Development Agency. The Bibliotheca Alexandrina is responsible for the design, implementation and negotiations with public and private partners for the development of the Eastern Harbor and for the Heritage and Tourism projects and their surrounding areas.
