In Uganda, the HIV epidemic was recognized relatively early and prevention efforts were started on a national level, including commitment and involvement of political, community and religious leaders; radio messages on HIV/AIDS; social marketing of condoms; and extensive availability of HIV voluntary counseling and testing. As shown in this figure, since 1989 there has been a delay in the first sexual experience of both young men and women.
