Promoting the use of condoms is the most basic and the most important HIV prevention activity. This is because condoms, when used consistently and correctly, offer the most effective protection against HIV transmission and acquisition. In Uganda the national HIV program resulted in significant increases in the percentage of sexually active men and women of all ages who had ever used a condom.
